The paper argues that the Greek debt crisis, as well as those of other Southern European countries and Ireland, has to be seen in macroeconomic context. The sum of the public sector balance, the (domestic) private sector balance and the current account deficit (or equivalently: the capital inflows) has to add up to zero. By implication in a country that has a current account deficit either the private sector or the public sector has to run a deficit. Therefore, the peripheral countries can only solve their public debt problems if there is a change in German current account surpluses. This paper briefly analyses the shifts in economic theory that have moved policy makers from unambiguously pursuing full employment to the current state where full employability is justified as being optimal. We also explore how these theoretical developments translated in practice, culminating in the 1994 OECD Jobs Study, which eschewed a role for macroeconomic policy in reducing unemployment. The final sections of the paper outline an alternative view of macroeconomic theory and policy opportunities. We argue that a central plank in modern macroeconomic policy settings should be the introduction of employment guarantees, which we term the Job Guarantee (JG). read more read less

In recent years, the local government sector in European countries has undergone important changes involving, among other things, the externalisation of local public service provision through various forms of corporatisation, public-public collaboration, public-private partnerships and contracting out. An important consequence of these institutional changes has been the recasting of local governance systems through the need for increased cooperation between public and private actors. This article addresses these matters with comparative reference to the experience in Italy and Sweden. In doing so, it considers local governments in their constitutional and legal contexts, leading to more detailed discussions of their externalisation initiatives and resultant organisational forms and governance arrangements. Issues of ownership have been important concerning the significance of 'community' and 'place' in the management of public affairs. read more read less

The role of regulation for sustainable infrastructure innovations: the case of wind energy

Regulation is especially important for infrastructure systems (such as wind energy), which are characterised by a triple regulation challenge in the areas of R&D spillovers, environmental protection, and access to monopolistic bottlenecks. A heterodox approach is used to study the effects of regulation, which starts from a sy... Regulation is especially important for infrastructure systems (such as wind energy), which are characterised by a triple regulation challenge in the areas of R&D spillovers, environmental protection, and access to monopolistic bottlenecks. A heterodox approach is used to study the effects of regulation, which starts from a system of innovation and distinguishes different innovation functions. These functions are used as a bridge to incorporate the various paradigms of the effects of environmental and natural monopoly regulation explicitly into the analysis. Case studies for Germany and the USA show that despite an early start, the US innovation system has not worked sufficiently until now. In contrast, regulations in Germany provided for a high functionality of the innovation system wind power, which enabled Germany to catch up internationally. The importance of instrument design highlights that the analysis of the interaction between regulation and innovation must be performed on a rather detailed level. read more read less
