The role of management and safety climate in preventing risk-taking at work

Abstract:

Safety climate is a leading performance indicator that can provide insight into safety performance before accidents have occurred. Managerial variables have emerged as a primary determinant of safety climate in empirical research. In order to investigate the mechanisms of that influence a theoretical model was developed to te... Safety climate is a leading performance indicator that can provide insight into safety performance before accidents have occurred. Managerial variables have emerged as a primary determinant of safety climate in empirical research. In order to investigate the mechanisms of that influence a theoretical model was developed to test the relationship between management commitment and worker risk-taking. Workforce perceptions of safety climate (n=1026) were collected using the Health and Safety Executive climate survey tool and analysed using Structural Equation Modelling (SEM). The tested model revealed that the relationship between management commitment and supervisor involvement with risk-taking behaviours was mediated by knowledge and training. Additionally, a positive attitude towards risk taking (i.e. not engaging in risk taking behaviours) was related to enhanced feelings of workers' responsibility for safety and more positive appraisals of senior management commitment. Managers may find the model useful when attempting to improve safety climate. read more read less

The paper seeks to explain the seeming paradox whereby workers' safety behaviour during routine work depends largely on supervisory contingencies (i.e. pressures and rewards), rather than on self-preservation. We identify three behavioural tendencies accountable for underweighting of outcomes associated with safe behaviour, i... The paper seeks to explain the seeming paradox whereby workers' safety behaviour during routine work depends largely on supervisory contingencies (i.e. pressures and rewards), rather than on self-preservation. We identify three behavioural tendencies accountable for underweighting of outcomes associated with safe behaviour, i.e. delayed outcomes (i.e. melioration bias), rare or uncertain outcomes (i.e. recency bias), and outcomes concerning social externalities. Jointly, they result in a tendency to favour unsafe behaviour in many routine work situations. Examination of effective and ineffective intervention programmes suggests that the key to success lies in providing frequent, personally meaningful, and immediate rewards for safe conduct, overriding the costs associated with that behaviour and exceeding the benefits of unsafe behaviour. read more read less

A new application of exposure assessment aimed at improving insight into source attribution of human infectious diseases, i.e. estimation of the relative contribution of sources and transmission routes, is developed and explored. Human exposure, calculated as the mean number of Campylobacters ingested per person per day, is used as an indication of the relative importance of Campylobacter transmission routes in the Netherlands. Thirty-one routes were investigated, related to ingestion of food, direct contact with animals and water. Preliminary results suggest that raw food consumption and direct contact are significant transmission routes, but huge data gaps exist and no solid conclusions can be drawn. More data will have to be obtained to reduce uncertainty and thereby make this tool applicable for source attribution. Methodological improvements are necessary to take the step to numbers of cases as model output and thereby to risk assessment. read more read less

Recent humanitarian disasters, such as the Asian tsunami and Katrina, have pointed out the importance of supply chain management in dealing with the complex emergency situations and risks that humanitarian organisations are faced with. Although performance measurement is known to be crucial for performance improvement, little insight exists in how effective performance indicators can be selected in the humanitarian context. This paper adds to this insight through the use of an extensive literature review to identify necessary conditions for an effective performance measurement system. Subsequently, we conduct a case study at the Dutch filial of Medecins Sans Frontieres to investigate whether these conditions are met or not. It appears that the biggest challenges lie in data accuracy and the fact that the current set of performance indicators is not geared towards future improvement. As MSF is known for its emergency logistics performance, it is not unthinkable that other humanitarian supply chains struggle with the same issues. read more read less

Experts, decision-makers and stakeholders dealing with risk must deal with challenges associated with uncertainty. These challenges associated with uncertainty are both complex and significant. In this paper, it is proposed to de-define uncertainty as a reference to situations in which people experience, or construct doubt, on something that matters in view of decision-making and acting, which is made possible, because (scientific) knowledge is perceived or portrayed as limited. The second part of the paper is about dealing with uncertainty. The scholarly focus so far has been on methodology to accommodate uncertainty. Another way is to empirically research logics, manners and strategies actually adopted in dealing with uncertainty. Various uncertainty logics and manners in use are distilled from reviewing quite different contributions, which have, more or less explicitly, addressed the question of how uncertainty is dealt with in various practices. read more read less
