The article examines two key concepts in research on policy borrowing and lending that are often used to explain why and how educational reforms travel across national boundaries: reception and translation. The studies on reception analyse the political, economic, and cultural reasons that account for the attractiveness of a reform from elsewhere. Translation, in turn, captures the act of local adaptation, modification, or re-framing of an imported reform. Strikingly, in most cases the act of policy borrowing is deterritorialized and draws on broadly defined international standards or “best practices”. The exceptions are references to the league leaders in international student achievement tests such as, most recently, Singapore, Finland, and Shanghai. The article makes the argument that policy analysts in other countries only emulate the system features of league leaders if it fits their own domestic policy agenda. Furthermore, there is a new body of research emerging in comparative education that invest... read more read less

The challenges facing the Singapore education system in the new millennium are unique and unprecedented in Asia Demands for new skills, knowledges, and flexible competencies for globalised economies and cosmopolitan cultures will require system-wide innovation and reform But there is a dearth of international benchmarks and prototypes for such reforms This paper describes the current Core Research Program underway at the National Institute of Education in Singapore, a multilevel analysis of Singaporean schooling, pedagogy, youth and educational outcomes It describes student background, performance, classroom practices, student artefacts and outcomes, and student longitudinal life pathways The case is made that a systematic focus on teachers' and students' work in everyday classroom contexts is the necessary starting point for pedagogical innovation and change This, it is argued, can constitute a rich multidisciplinary evidence base for educational policy read more read less

In this paper, the authors outline the development of ELT in the PRC in the last 10 years or so as seen in the wider context of educational reform in the country and the new direction towards quality education. Despite the influence of communicative language teaching and other language teaching approaches from outside the country, ELT in China has retained some of its essentially “Chinese characteristics”. As for the future of ELT in the PRC, the authors feel that, given the growing importance of English and the enormous energy and enthusiasm in the PRC for learning the language in both the formal and informal contexts, ELT will continue to flourish. After all, for many individuals and for the country itself, English is a bridge to the future. read more read less

This study was designed to investigate the distribution of interpersonal profiles based on students' and teachers' perceptions and to examine the associations between students' perceptions of teacher interpersonal behaviour and learning motivation in Indonesia. Participants were 1900 secondary school students (grades 7 to 9) across 66 (Mathematics and EFL) classes from 11 public schools in Indonesia. The results show that a variety of interpersonal profiles could be distinguished, that teachers perceive themselves more favourably than their students do, and that students' perceptions of teacher interpersonal behaviour and their learning motivation are associated. Influence and Proximity were found to be important determinants of student motivation; both dimensions are related to a more autonomous motivation, while Influence is also associated with a more controlled motivation. Contrary to the existing knowledge base, this study reveals that the relationship between teacher interpersonal behaviour and stud... read more read less
