The Production of Space

Postmodernism has been particularly important in acknowledging 'the multiple forms of otherness as they emerge from differences in subjectivity, gender and sexuality, race and class, temporal and spatial geographic locations and dislocations'. Postmodernism also ought to be looked at as mimetic of the social, economic, and political practices in society. The meta-narratives that the postmodernists decry were much more open, nuanced, and sophisticated than the critics admit. The rhetoric of postmodernism is dangerous for it avoids confronting the realities of political economy and the circumstances of global power. The sharp categorical distinction between modernism and postmodernism disappears, to be replaced by an examination of the flux of internal relations within capitalism as a whole. The reproduction of the social and symbolic order through the exploration of difference and 'otherness' is all too evident in the climate of postmodernism.

The Future of the Capitalist State

This paper discusses the recurrence and the recurrent limitations of liberalism as a general discourse, strategy, and regime. It then establishes a continuum of neoliberalism ranging from a project for radical system transformation from state socialism to market capitalism, through a basic regime shift within capitalism, to more limited policy adjustments intended to maintain another type of accumulation regime and its mode of regulation. These last two forms of neoliberalism are then related to a broader typology of approaches to the restructuring, rescaling, and reordering of accumulation and regulation in advanced capitalist societies: neoliberalism, neocorporatism, neostatism, and neocommunitarianism. These arguments are illustrated in the final part of the paper through a critique of the World Report on the Urban Future 21 (World Commission 2000), both as an explicit attempt to promote flanking and supporting measures to sustain the neoliberal project on the urban scale and as an implicit attempt to naturalize that project on a global scale.

State Theory: Putting the Capitalist State in Its Place

This article explores the growing interest in â��governanceâ�� in relation to the changing roles of markets, states, and partnerships in economic coordination. It also comments on the respective tendencies to failure of markets, states, and governance. The article first addresses the interest in governance and explains this in terms of recent theoretical developments as well as of fundamental shifts in economic, political, and social life. These latter changes suggests that issues of governance will remain a key issue for a long time and therefore merit careful consideration. The logic of â��heterarchic governanceâ�� is then contrasted with the respective logics of anarchic, ex post coordination through market exchange and of imperative ex ante coordination through hierarchical forms of organization. Some preliminary reflections are offered on the nature, forms, and logic of â��governance failureâ�� with special reference to the constraints imposed by global capitalism, the insertion of governance arrangements into the wider political system, and specific dilemmas of governance arrangements themselves. These tendencies to failure are then related to the stateâ��s increasing role in â��meta-governanceâ��, i.e., in managing the respective roles of these different modes of coordination. The article concludes with a call for a repertoire of modes of coordination.
