Information technology projects are particularly prone to failure due to their specific characteristics, making risk management become one of the critical elements in IT projects management. That is why several authors have developed risk evaluation methods, some of them based on fuzzy logic. This article proposes a new risk assessment method based in a combination of fuzzy analytic hierarchy process (FAHP) and fuzzy inference system (FIS). FIS is used for the integration of the groups of risk factors. These risk factors are the evaluation criteria of a modified FAHP which minimizes the disadvantages of the classic implementation of FAHP in order to obtain a more intuitive and easily adjustable model for multicriteria decision analysis with a lower computational need. The proposed model takes into consideration the different levels of uncertainty, the interrelationship among groups of risk factors, and the possibility of adding or suppressing options without losing the consistency with previous evaluations. The new method is especially suitable for the evaluation of development projects in the area of IT in which multiple interrelated risk factors can be particularly uncertain and imprecise. To implement the evaluation method, a hierarchy of risk factors was implemented. A numerical example is presented with data from three actual cases of IT projects, showing the applicability of the new method, the suitability of the selected taxonomy, and the significance of a few risk factors. Several future lines of work are proposed.

General Systems Theory: Ideas and Applications

ContextA large waste of resources in software development projects currently results from being unable to produce client benefits. ObjectiveThe main objective is to better understand the characteristics of successful software projects and contribute to software projects that are more likely to produce the planned client benefits. MethodWe asked 63 Norwegian software professionals, representing both the client and the provider role, to report information about their last completed project. In a follow-up survey with 64 Norwegian software professionals, we addressed selected findings from the first survey. ResultsThe analysis of the project information showed the following: i) The project management triangle criteria of being on time, on budget, and having the specified functionality are poor correlates of the essential success dimension client benefits. ii) Benefit management planning before the project started and benefit management activities during project execution were connected with success in delivering client benefits. iii) Fixed-price projects and projects in which the selection of providers had a strong focus on low price were less successful in delivering project benefits than other projects. iv) Agile projects were in general more successful than other projects, but agile projects without flexible scope to reflect changed user needs and learning, or without frequent delivery to the client, had less than average success in delivering client benefits. ConclusionsThe software projects that were successful in delivering client benefits differed from the less successful ones in several ways. In particular, they applied benefit management practices during project execution, they avoided fixed-price contracts, they had less focus on low price in the selection of providers, and they applied the core agile practices - frequent delivery to the client and scope flexibility.

The broad set of propositions identified in systems literature (circa 1900–2000s) provides an adequate, largely comprehensive subset of the complete set of all systems theory propositions. Discoverers' induction can then be applied to integrate common ideas among propositions in order to produce a set of generalised laws (axioms). A proposal for a systems theory construct resting on an axiomatic set supported by unified systems theory propositions was presented by Adams et al. (2014). This paper refines the work of Adams et al. using discoverer's induction and further describes the axioms provided and their role in complex systems.

Systems theory as a foundation for governance of complex systems

As recent literature suggests the need for communication between autonomous vehicles, edge devices have emerged as a viable conduit to facilitate real-time data sharing. Edge devices strike a suitable medium between the alternatives of cloud centralization and full vehicle-to-vehicle decentralization, providing the computational savings of sending and receiving information from one place while also boosting speed by bypassing internet protocols. Given the novelty of both object detection models and autonomous vehicle-oriented edge device implementation, there are no standards for hardware and software specifications on the edge. In this project, we seek to address this void, investigating the GPU and CPU usage patterns of various object detection models and machine learning frameworks. We also aim to uncover optimization opportunities such as workload pipelining. One early difficulty was that only a few models tested achieved real-time (<33 ms) object detection. Our results show that the GPU utilization varies widely between models. One interesting is that only one CPU core is used during the inference process, suggesting the number of CPU cores will not be a bottleneck. Meanwhile, we find that increasing CPU cores proportional to the amount of traffic will likely be necessary to preserve real-time object detection.
