Research on framing is characterized by theoretical and empirical vagueness. This is due, in part, to the lack of a commonly shared theoretical model underlying framing research. Conceptual problems translate into operational problems, limiting the comparability of instruments and results. In this paper I systematize the fragmented approaches to framing in political communication and integrate them into a comprehensive model. I classify previous approaches to framing research along two dimensions: the type of frame examined (media frames vs. audience frames) and the way frames are operationalized (independent variable or dependent variable). I develop a process model of framing, identifying four key processes that should be addressed in future research: frame building, frame setting, individual-level processes of framing, and a feedback loop from audiences to journalists.

McQuail's mass communication theory

We argue that the social construction of target populations is an important, albeit overlooked, political phenomenon that should take its place in the study of public policy by political scientists. The theory contends that social constructions influence the policy agenda and the selection of policy tools, as well as the rationales that legitimate policy choices. Constructions become embedded in policy as messages that are absorbed by citizens and affect their orientations and participation. The theory is important because it helps explain why some groups are advantaged more than others independently of traditional notions of political power and how policy designs reinforce or alter such advantages. An understanding of social constructions of target populations augments conventional hypotheses about the dynamics of policy change, the determination of beneficiaries and losers, the reasons for differing levels and types of participation among target groups, and the role of policy in democracy.

Ideally, a media system suitable for a democracy ought to provide its readers with some coherent sense of the broader social forces that affect the conditions of their everyday lives. It is difficult to find anyone who would claim that media discourse in the United States even remotely approaches this ideal. The overwhelming conclusion is that the media generally operate in ways that promote apathy, cynicism, and quiescence, rather than active citizenship and participation. Furthermore, all the trends seem to be in the wrong direction—toward more and more messages, from fewer and bigger producers, saying less and less. That’s the bad news. The good news is that the messages provide a many-voiced, open text that can and often is read oppositionally, at least in part.
