Strengthening agricultural innovation capacity: are innovation brokers the answer?
Laurens Klerkx1, Andy Hall, Cees Leeuwis1

Taking the case of Dutch agriculture as an example, this paper examines the emergence and role of innovation brokers in stimulating agricultural innovation system interaction and innovation capacity building, and reflects upon their potential role in developing and emerging countries' agriculture and how their emergence and functioning can be fostered. It concludes that innovation brokerage is likely to be relevant in developing countries, that public or donor investment may be needed to overcome inherent tensions regarding the legitimacy and funding of such players in the innovation system and that stimulating the emergence of innovation brokers requires a policy that supports institutional learning and experimentation to ensure that the brokers become locally embedded. read more read less

LCA is used to analyse and evaluate the environmental impact associated with the process of greenhouse cultivation of a tomato crop. Tomato production in kg is selected as a functional unit. Three different tomato production processes were compared: soil cultivation and open and closed hydroponic systems. Three different waste management scenarios were also analysed. The most significant negative environmental impacts were identified, enabling the application of the most suitable technology in order to mitigate their effects. The main negative impact of greenhouse tomato production derives from the waste of biomass and plastics, therefore suitable waste management is the best practicable environmental option to reduce this. The composting of biodegradable matter is the best way of managing this kind of waste. Improving the material composition of structures and auxiliary materials is also advised. Lastly, more rational management criteria for the supply of nutrients to the crop will have to be found. read more read less

Factors influencing the conversion to organic farming in Norway
Matthias Koesling, Ola Flaten1, Gudbrand Lien1

Determinants of the decision to convert to organic farming methods are examined by applying bivariate analyses and a multinomial logit model to a survey of 1018 Norwegian crop and dairy farmers. The results show that 4% of the conventional respondents plan to convert by 2009, which may imply that the national goal of 10% organically managed area will not be achieved. The analysis indicates that organic farmers, compared to their conventional counterparts, are more likely to have larger farms, more education, be located closer to urban areas, be crop farmers, have 'sustainable and environment-friendly farming' as a goal and hold favourable views about the values of organic farming methods. Even though the farmers who are planning to convert seem to be more business-minded and less organically oriented than the existing organic producers, policies for promoting organic farming which confine itself to financial considerations may miss important factors which prompt farmers to convert. read more read less

Adaptive management is reviewed as a paradigm that addresses a widely perceived need to give more prominence to ecological imperatives. Its contribution to the management of complex problem situations is addressed with reference to the facilitation of social learning and the creation of institutions. The roles of simulation modelling are considered as an example, and ways to overcome social dilemmas are highlighted. Recent critical reflection on experience is offered with a deeper exploration of learning processes in AM. Integrated pest management provides an illustrative example of AM within the agricultural domain. read more read less

Integral local development is a means of integrating across these interests through locally accountable representative authorities entrusted with public powers. It is integral to the local community because it is based on democratic representation – where "democratic" is substantively defined as a system of public power holders who are accountable to the public. Customary authorities, NGOs, local environmental agents and ad hoc committees do not necessarily represent the public nor are they systematically accountable. This paper advances elected local government as a legitimate representative of local people in environmental and other matters. read more read less
