Following the 2016 U.S. presidential election, many have expressed concern about the effects of false stories (“fake news”), circulated largely through social media. We discuss the economics of fake news and present new data on its consumption prior to the election. Drawing on web browsing data, archives of fact-checking websites, and results from a new online survey, we find: (i) social media was an important but not dominant source of election news, with 14 percent of Americans calling social media their “most important” source; (ii) of the known false news stories that appeared in the three months before the election, those favoring Trump were shared a total of 30 million times on Facebook, while those favoring Clinton were shared 8 million times; (iii) the average American adult saw on the order of one or perhaps several fake news stories in the months around the election, with just over half of those who recalled seeing them believing them; and (iv) people are much more likely to believe stories that favor their preferred candidate, especially if they have ideologically segregated social media networks.

The hybrid media system: Politics and power

This review summarizes the last decade of work by the ENIGMA (Enhancing NeuroImaging Genetics through Meta Analysis) Consortium, a global alliance of over 1400 scientists across 43 countries, studying the human brain in health and disease. Building on large-scale genetic studies that discovered the first robustly replicated genetic loci associated with brain metrics, ENIGMA has diversified into over 50 working groups (WGs), pooling worldwide data and expertise to answer fundamental questions in neuroscience, psychiatry, neurology, and genetics. Most ENIGMA WGs focus on specific psychiatric and neurological conditions, other WGs study normal variation due to sex and gender differences, or development and aging; still other WGs develop methodological pipelines and tools to facilitate harmonized analyses of "big data" (i.e., genetic and epigenetic data, multimodal MRI, and electroencephalography data). These international efforts have yielded the largest neuroimaging studies to date in schizophrenia, bipolar disorder, major depressive disorder, post-traumatic stress disorder, substance use disorders, obsessive-compulsive disorder, attention-deficit/hyperactivity disorder, autism spectrum disorders, epilepsy, and 22q11.2 deletion syndrome. More recent ENIGMA WGs have formed to study anxiety disorders, suicidal thoughts and behavior, sleep and insomnia, eating disorders, irritability, brain injury, antisocial personality and conduct disorder, and dissociative identity disorder. Here, we summarize the first decade of ENIGMA's activities and ongoing projects, and describe the successes and challenges encountered along the way. We highlight the advantages of collaborative large-scale coordinated data analyses for testing reproducibility and robustness of findings, offering the opportunity to identify brain systems involved in clinical syndromes across diverse samples and associated genetic, environmental, demographic, cognitive, and psychosocial factors.

The future of independent and equal state sovereignties is in doubt, or so Wendy Brown argues in her monograph concerning the recent explosion in state-built border walls for keeping people either 'in' or 'out', and to differentiate between 'us' and 'them'. The author of this slim volume utilises the material, physical and psychological characteristics of walls to highlight a renewal of concern regarding the seeming imperviousness of global capital and other transnational forces to individual sovereign state power. The growing imbalance in strength between the global and the local forms in the author's view the central danger to longstanding frameworks of international relations and power-politics. Professor Brown argues in particular that, while walls may project an image of impregnability, the huge pressures being placed on traditional sovereign frameworks of governance by globalised forces have only strengthened the opposing contexts of virtual power over physical power, of open sourcing over material appropriation, of de-territorialised tentacle of control over fixed territorial limits, and so on. Accordingly, border walls can only project an image of statehood, soothe a growing sense of state powerlessness, and bolster national xenophobia against the 'outside other'. How do walls function as effective communicators? Professor Brown points to three central paradoxes of what walls represent and make visual: the power to open or block, to universalise or to exclude/stratify, and to allow virtual networking or to impose physical barriers to networking. After these binary themes are introduced, she develops two further ideas: first, that state sovereignties are today battling a larger 'sovereignty' of globalisation, in the sense of 'a higher power' or the 'power to decide', as advocated by such theorists as Carl Schmitt; secondly, that states utilise the visual symbolism of walling to project an underlying theological dimension of state power, by helping to produce sovereign awe ('God is on our side'). She develops this latter idea in particular to illustrate her premise that the more walls are built, the more 'real' state power diminishes. In turn, as walls are of dubious efficacy when faced with human inventiveness, wall-building states rely on their walls to project a more intense sense of state power, while in actuality, walls can serve only as visual coda, in the sense of the theatrical projection of a bounded, secure nation when nothing could be further from the case. For example, some walls foster a bunker mentality among those living inside them, while others securitise a way of life. Notable examples of walls today are detailed throughout the book, and include post-apartheid South Africa, which has built a complex internal maze of walls and checkpoints, and maintains a controversial electrified security barrier on its Zimbabwe border; Saudi Arabia, which has a ten-foot-high concrete post structure along its border with Yemen (soon to be followed by a similar wall at the Iraq border); and India, which has walled-out Pakistan, Bangladesh, and Burma, and has walled-in Kashmir, as well as mining, and placing barbed concertina wire along the Indo-Kashmir border. The building of walls, such as the 'Security Wall' in Israel to contain West Bank and Gazan 'terrorists', or that between the southern U.S. and Mexico, to prevent illegal migration, further illustrates the challenges and insecurities felt by the numerous states whose sovereignty is placed under severe challenge, particularly during the last half century, by the growing transnational flows of capital, people, technology, ideas, violence, and politico-religious loyalties. The importance of international institutions of economic governance such as the IMF and WTO, and in the last quarter century the ever-broader assertions of international law and individual rights, further illustrate a failing Westphalian world order of territorial sovereign states. …

The Digitalization of Public Diplomacy

Social media holds the potential to foster dialogue between nations and foreign populations. Yet only a few studies to date have investigated the manner in which digital diplomacy is practised by foreign ministries. Using Kent and Taylor’s framework for dialogic communication, this article explores the extent to which dialogic communication is adopted by foreign ministries in terms of content, media channels and public engagement. The results of a six-week analysis of content published on Twitter and Facebook by eleven foreign ministries show that engagement and dialogic communication are rare. When engagement does occur, it is quarantined to specific issues. Social media content published by foreign ministries represents a continuous supply of press releases targeting foreign, rather than domestic, populations. A cross-national comparison revealed no discernible differences in the adoption of dialogic principles. Results therefore indicate that foreign ministries still fail to realize the potential of digital diplomacy to foster dialogue.

Digital Diplomacy 2.0? A Cross-national Comparison of Public Engagement in Facebook and Twitter

Recent years have seen the migration of Ministries of Foreign Affairs (MFAs) to social media in a practice referred to as digital diplomacy. Social media enable MFAs to craft frames so as to influence audiences’ perception of foreign affairs. Such framing is especially relevant during times of war as states seek to legitimize their policies. Notably, given that social media are inherently visual platforms, MFAs are now visual narrators. Few studies to date have extended the reach of framing theory to that of digital diplomacy during conflict. This study addresses this gap by analysing 795 tweets published by the Israeli MFA during the 2014 Gaza War. The authors’ analysis demonstrates that the Israeli MFA crafted 14 linguistic frames that were used to legitimize Israel’s policies. Notably, the MFA used images to support these frames and it is through images that the linguistic frames were made to resonate with Israeli strategic narratives. The authors pay attention to how images published by the Israeli MFA constitute three visual tropes and highlight how images function to augment frames (which focus on the present) to broader narratives that involve the past, present and future. Here, they explore how images invoke the past to illuminate the present and future, and create a shared identity in the context of the Gaza War.

Despite growing interest in digital diplomacy, few studies to date have evaluated the extent to which foreign ministries have been able to realize its potential. Studies have also neglected to understand the manner in which diplomats define digital diplomacy and envision its practice. This article explores the digital diplomacy model employed by four foreign ministries through interviews and questionnaires with practitioners. Results from a cross national comparison suggest that foreign ministries have been able to institutionalize the use of social media through the development of best practices and training for diplomats. However, foreign ministries seem to utilize social media to influence elite audiences rather than to foster dialogue with foreign populations. Results also suggest that both ministries and social media audiences are negotiating their respective roles in the online communication process. Although social media is used to overcome the limitations of traditional diplomacy, and manage the national image, foreign ministries fail to collaborate with non-state actors or use social media as a source of information for policy makers. Thus, while diplomacy is networked, it is still state-centric. Finally, at the embassy level, ambassadors now serve as digital gatekeepers.
