Smart cities are a current worldwide topic requiring much scientific investigation. This research instigates the necessity of an organized review to a heedful insight of the research trends and patterns prevailing in this domain. The string is formulated to extract the corpus from Scopus largest database of publications. The corpus of 8320 articles published from 2010 to 2022 is processed using Latent Dirichlet Allocation. Two, five, and ten topics have been extracted to provide the recent trends for IoT in smart cities. There has been an increased recognition that more attention needs to be paid to the area of smart cities so a complete overview of the topic of smart cities research, including the most prominent nations (institutions, sources, and authors) and noteworthy research directions has been presented in this paper. The scientific collaboration across countries (regions), organizations, and authors has also been widely discussed. A detailed and comprehensive overview and visualization of the trends and research patterns used to integrate the Internet of Things in Smart Cities. This data based experimental study signifies a roadmap of the research trends in Smart Cities by implementing topic modeling technique that has never been used in this domain. Based upon the topic modeling using LDA, authors have formulated three research questions and answered those question based on the in-depth research. At the end this study concludes the areas suggested are at the growing phase and need more insight for their growth.

Smart city is a term that includes digital, information, and communication technologies that contribute to increasing the level and quality of life in individual cities. It focuses primarily on the efficient use of existing resources but also on the discovery of new ones, with the goal of lowering energy consumption while also reducing environmental impact and optimizing traffic in specific areas of the city. This concept is increasingly coming to the fore. Thus, the aim of this article was to determine the level of involvement of Slovak, Czech, Polish, and Hungarian authors in solutions for Smart cities using Web of Science data. The analysis of countries that form the Visegrad Four (V4) region reveals how the region ranks compared to other countries that are actively involved in Smart cities based on VosViewer. To map a specific region of countries, it is necessary to first understand the underlying causes of the problem worldwide. Then, the status of the authors, the number of articles and citations, and universities may be actively discussed and graphically depicted for each nation in Visegrad. Based on the discovered results, academics can identify the contributors and institutions that have solved the issue individually or in co-authorships over a long period. The findings provide data for future testing of selected dependencies and a platform for creating a scientific model to rank countries. In addition, the authorities may focus on identified clusters of key areas that are an essential part of Smart cities and provide a higher quality of life in their city for the people.

How the V4 Nations Handle the Idea of Smart Cities

According to the modern guidelines of the Smart City (SC) concept, smart cities are not only cities that are above average in terms of technology, but first and foremost are focused on the needs of their residents. A key need for quality of life is taking care of health, including education, prevention, and access to medical infrastructure. In the context of the given circumstances, this article seeks to answer the following research question: What is the level of involvement of local authorities in protecting the health of residents in Polish cities in the context of the Smart City concept? The involvement of local authorities in healthcare is considered in five aspects: (1) monitoring of residents’ health needs; (2) health education; (3) preventive healthcare; (4) healthcare infrastructure; and (5) environment and recreation. To obtain answers to the above research problem, surveys were conducted at the local government level in 399 Polish cities. The research utilized statistical measures of central tendency, indices of variation, and measures of interdependence. The results allow formulating the following key conclusions: (1) most of the surveyed cities do not monitor the health needs of their residents, contrary to the recommendations of the SC concept; (2) cities take measures to protect the health of their residents, but these are focused on sports and recreation; (3) the most neglected health areas are health education and environmental and climate protection. The level of involvement of the city authorities in protecting the health of residents is therefore quite low and is mainly image-related. The lack of monitoring of the expectations of the local community has a negative impact on the effectiveness of healthcare activities and the real improvement in the quality of urban life. Meanwhile, according to research results, cooperation with residents and care for meeting their needs is an important determinant of the effectiveness of healthcare. Given the above conditions, it is difficult to be effective both in terms of improving the quality of life of residents and developing fully sustainable smart cities. The research also shows that the involvement of the city authorities in holistic pro-health activities increases with the size of the city, which means that larger entities are more aware of cooperation with stakeholders and the importance of health for quality of life. Therefore, they are better prepared to implement the assumptions of the Smart City concept. The originality and scientific value of the conducted analysis will help fill the research gap in identifying the health determinants of Smart City development and assessing the involvement of city authorities in protecting the health of residents in a multifaceted perspective.

Involvement of Local Authorities in the Protection of Residents’ Health in the Light of the Smart City Concept on the Example of Polish Cities

Technology development has an impact on a wide range of aspects of life. The success of any firm depends on technology. Technology alters business processes to produce new business models in a variety of fields, including both the commercial and public sectors. In line with its development, technology became an enabler in business. The role of technology is increasingly essential in the era of digital transformation. Technology can replace traditional ways with more innovative and collaborative ways. Behind the advantages offered by technology, big challenges must be faced, such as the processing of increasingly complex and increasing data, plus the use of Artificial Intelligence (AI) poses ethical and legal challenges. Therefore, governance is needed to answer these challenges. The question that appears then is how the governance model can be used to manage business processes that are currently technology intensive. To answer this, it is necessary to study literature to find the existing models, frameworks, or smart governance architectures and how to implement them. From the literature study, no systematic research has been found that focuses on aspects of smart governance, including definitions, domains, technologies, components, and characteristics of smart governance. To answer these problems, this study conducted a Systematic Literature Review (SLR) related to smart governance. According to the research results, smart governance is the ability or capacity to carry out smart activities, whether or not using technology that supports collaboration to produce efficient decision-making. There are three main characteristics of smart governance, namely participation and partnership, collaboration, and transparency. This study also finds that there are still few models, frameworks, or architectures for smart governance. Most research has created a model, framework, or architecture for smart cities. With this fact, research on developing models, frameworks, or architectures of smart governance is still open for further research.

A Systematic Literature Review of Smart Governance

The concept of smart public governance (SPG) is gaining attention among researchers, policymakers, and practitioners around the world, especially in response to the modernisation of public administration through emerging technologies in both local (smart city) and national (smart government) levels. Spurred by the noticeable lack of understanding of the SPG concept, the paper aims to comprehensively examine the SPG research by considering the characteristic differences between the smart city and smart government concepts. Bibliometric analysis is based on the Scopus database, containing 775 documents published in the last two decades and facilitated by several established and innovative bibliometric approaches. The results reveal the growth of SPG research over time. Despite the smart city concept being the dominant focus in the SPG research, the smart government concept has been becoming more relevant in recent years, as indicated by some prominent documents published in reputable journals like Government Information Quarterly. Moreover, Anglo-Saxon countries are chiefly engaged in SPG research. However, New Zealand and South Korea are identified as countries with a stronger focus on the smart government concept. The results show the smart city concept is connected with several smart-related initiatives (e.g., smart transportation, smart living, smart energy, etc.), while the smart government concept is primarily associated with smart (de)regulation and smart grid. The findings may add to the understanding of the future development of SPG research, on both local and national levels.

The main objective of this conference paper is, therefore, to provide a thoroug h theoretical overview of the definitions of SPG in the available literature, and on this basis, upgrade the existing table of definitions and attributes of the concept from 2015. Design/methodology/approach – the approach of this conference paper is to provide a comprehensive theoretical overview of the definitions of the SPG concept in the literature in the field of social sciences between 2015 and 2021. Findings – when interpreting the concept of SPG, most scholars do not rely on just one attribute but interpret it on the basis of various attributes. The review of the papers has shown that the scholars relate the concept of SPG mostly with the attributes of external collaboration and participation, the decision-making process, and information-communication technology.
