This paper examines the effect of environmental policies on technological innovation in the specific case of renewable energy. The analysis is conducted using patent data on a panel of 25 countries over the period 1978–2003. We find that public policy plays a significant role in determining patent applications. Different types of policy instruments are effective for different renewable energy sources. Broad-based policies, such as tradable energy certificates, are more likely to induce innovation on technologies that are close to competitive with fossil fuels. More targeted subsidies, such as feed-in tariffs, are needed to induce innovation on more costly energy technologies, such as solar power.

PROTRACED COUNTERINSURGENCY: CHINESE COIN STRATEGY IN XINJIANG by MAJ J. Scott LaRonde, USA, 95 pages. In 1949, following the conclusion of its revolutionary war against the Chinese Nationalist forces, the People’s Liberation Army (PLA) peacefully occupied China’s western most province of Xinjiang. For nearly sixty years, the PLA has conducted a counterinsurgency against several, mostly Uyghur-led, separatist movements. Despite periods of significant violence, particularly in the early 1950s and again in the 1990s, the separatist forces have not gained momentum and remained at a level one insurgency. Mao ZeDeng is revered as a master insurgent and the father of Fourth Generation Warfare. Strategists in armies worldwide study his writings on revolutionary and guerilla warfare. This monograph concludes that Mao, as well as the communist leaders who followed him, was also successful at waging protracted counterinsurgency. For nearly sixty years, separatist movements in Xinjiang, Tibet, and Taiwan have all failed. This monograph analyzes the conflict in Xinjiang and concludes that the Chinese continue to defeat the separatist movement in Xinjiang through a strategy that counters Mao’s seven fundamentals of revolutionary warfare.

In the future smart grid, both users and power companies can potentially benefit from the economical and environmental advantages of smart pricing methods to more effectively reflect the fluctuations of the wholesale price into the customer side. In addition, smart pricing can be used to seek social benefits and to implement social objectives. To achieve social objectives, the utility company may need to collect various information about users and their energy consumption behavior, which can be challenging. In this paper, we propose an efficient pricing method to tackle this problem. We assume that each user is equipped with an energy consumption controller (ECC) as part of its smart meter. All smart meters are connected to not only the power grid but also a communication infrastructure. This allows two-way communication among smart meters and the utility company. We analytically model each user's preferences and energy consumption patterns in form of a utility function. Based on this model, we propose a Vickrey-Clarke-Groves (VCG) mechanism which aims to maximize the social welfare, i.e., the aggregate utility functions of all users minus the total energy cost. Our design requires that each user provides some information about its energy demand. In return, the energy provider will determine each user's electricity bill payment. Finally, we verify some important properties of our proposed VCG mechanism for demand side management such as efficiency, user truthfulness, and nonnegative transfer. Simulation results confirm that the proposed pricing method can benefit both users and utility companies.

Providing all global energy with wind, water, and solar power, Part II: Reliability, system and transmission costs, and policies

To achieve a sustained growth of 8 per cent during the period 2005–31, India would need to grow its primary energy supply by three to four times. Similarly, China’s energy demand is expected to increase by two to two-and-a-half times during the same period. By 2030, the two countries combined together would account for around 25 per cent of the total energy consumption in the world and would become two of the largest carbon dioxide (CO 2 ) emitters. The overall demand for energy in the two countries can be significantly lowered by adopting energy efficiency measures to lower energy intensity. A recent report suggests that the overall energy consumption can be reduced by 25 per cent by taking appropriate energy conservation measures in India. Also, a rapid deployment of new renewable energy technologies, both for electricity generation and for thermal applications, can result in significant reduction in demand for fossil fuels. These measures would not only result in lowering the CO 2 emissions and reducing the dependence of the two countries on energy imports, but would also assist in building of a more sustainable and efficient energy infrastructure in the two countries. Introduction: Patients with hepatitis C (HCV)-associated hepatocellular carcinoma (HCC) often receive bridging therapy in the form of liver-directed therapy (LDT) while awaiting liver transplant (LT). The optimal modality of LDT, with respect to both cancer outcomes and response to direct-acting antiviral (DAA) therapy, remains unknown. Methods: The United States HCC Liver Transplantation Consortium was queried for patients with primary HCV-associated HCC within Milan criteria who completed DAA therapy and underwent LT. Primary outcomes were HCC recurrence-free survival (RFS) and overall survival (OS). Secondary outcome was sustained virologic response (SVR) as indicator of efficacy of DAA therapy. Results: Of 857 patients, 753 met inclusion criteria. LDT consisted of radiofrequency ablation (RFA,13.3%,N=100), transarterial chemoembolization (TACE,44.1%,N=332), yttrium-90 (Y90,4.8%,N=36), and stereotactic body radiation therapy (SBRT,2.9%,N=22). Eighty-one(10.8%) patients received no LDT and 182(24.2%) received multiple modalities. SBRT patients had the highest 5-year RFS(100%) followed by those receiving TACE(94%), Y90(91.4%), RFA(89.9%), and multiple therapies(88.2%) (p=0.048, Figure 1A). OS was higher among patients who received SBRT, but not statistically significant (p=0.685, Figure 1B). SVR rate was lower among radiation-based therapy groups (Y90 73.5%, SBRT 78.9%, others≥88%; p=0.046). Conclusions: In a homogeneous population of HCV-associated HCC patients within Milan criteria who received bridging therapy while awaiting LT, SBRT was associated with increased RFS and trended towards increased OS. However, radiation-based therapy was associated with decreased efficacy of DAA as measured by lower SVR rates. The optimal choice of bridging therapy to liver transplant must balance oncologic and virologic outcomes, but these findings seem to favor SBRT. 

What Is the Optimal Bridging Therapy for Patients with Hepatitis C-associated Hepatocellular Carcinoma Awaiting Liver Transplant? An Analysis of the United States HCC Liver Transplantation Consortium

Abstract Energy conservation in brick production is crucial to achieving net-zero carbon emissions from the building sector, especially in countries with major expansions in the built environment. However, widely disparate energy consumption estimates impede benchmarking its importance relative to the steel and cement industries. Here we modelled Indian brick production and its regional energy consumption by combining a nationwide questionnaire survey on feedstock, process variables and practices with remote sensing data on kiln enumeration. We found a large underreporting in current official estimates of energy consumption, with actual energy consumption comparable to that in the steel and cement industries in the country. With a total estimated production of 233 ± 15 billion bricks per year, the brick industry consumes 990 ± 125 PJ yr −1 of energy, 35 ± 6 Mt yr −1 coal and 25 ± 6 Mt yr −1 biomass. The main drivers of energy consumption for brick production are the kiln technology, the production capacity and the fuel mix used. The results suggest that improving operating practices would be a first step in making brick production more energy efficient.
