The rise of systemic instruments in innovation policy

Starting from the co-evolutionary development of innovation practice, theory and policy, five functions are identified that play a crucial role in the management of present-day innovation processes: (1) management of interfaces, (2) (de-)construction and organising (innovation) systems, (3) providing a platform for learning a... Starting from the co-evolutionary development of innovation practice, theory and policy, five functions are identified that play a crucial role in the management of present-day innovation processes: (1) management of interfaces, (2) (de-)construction and organising (innovation) systems, (3) providing a platform for learning and experimenting, (4) providing an infrastructure for strategic intelligence and (5) stimulating demand articulation, strategy and vision development. From a first analysis of innovation policy instrument portfolios, it is concluded that the already existing instruments only cover a small part of the five "systemic" functions. Furthermore it is concluded that the portfolios are heavily dominated by financial instruments. It is argued that the development of a (relatively) new type of instrument, the systemic instruments, should be furthered in order to tune the instrument portfolio better to the needs of actors involved in innovation processes. In order to obtain a better insight into the characteristics of systemic instruments, their success and fail factors, and into strategies for their further development, effectiveness and use, an analysis of four systemic instruments avant la letter is presented. From this analysis, conclusions concerning the need for and best practice of systemic instruments are drawn, suggestions for policy are derived and questions for further research are proposed. read more read less

Practices for reflexive design: lessons from a Dutch programme on sustainable agriculture

Not coincidentally, deliberative policy analysis has been practiced often in cases that in a very essential sense involve value dissent and major uncertainties: cases of what Beck, Giddens and others have designated "reflexive modernisation". Deliberation, under such circumstances, is to support a synthesising kind of judgment across existing differentiations and distinctions, that is a process of judgement in which assumptions, knowledge claims, distinctions, roles and identities, normally taken for granted, must be critically scrutinised. Thus, existing institutions tend to provide inadequate guidance for such "reflexive design". In this paper, we shed some light on this challenge by telling and reviewing the story of Programme 348: "Future Livestock Production Systems" for the reflexive modernisation of Dutch agriculture, following major crises in the country's husbandry sector. Although an institutional arrangement had been created that was rather favourable to reflexive design, the programme encountered significant difficulties, which we argue are rooted in the institutions that have emerged throughout agricultural modernisation over the past century. We then use Wenger's insights on "communities of practice", as a framework to both understand how established institutions could manifest themselves in P348's reflexive arrangement, and how these difficulties have been dealt with in more or less successful ways. With the insights thus gained, we wish to contribute to the still underdeveloped literature on reflexive design in the trail of recent work by Forester and Fischer. read more read less

Scientific contributions to sustainable development, however, do not often follow the classical routes to cognition, and do not often correspond to the traditional concept of science. Our hypothesis is that strategic knowledge for sustainable development extends far beyond explanatory and observational cognisance. It much rather consists of a problem-oriented combination of explanatory, orientation- , and action-guiding knowledge. For the generation and application of this strategic knowledge, new trails, which are only rudimentarily discernible, have to be trod. Above all, reflexivity and making societal learning possible are important requirements. The data set is based on publicly available raw data that pre-sents numerous challenges. We critically examine th... We describe the construction of a large and novel data set on R&D collaboration networks in the first five EU Framework Programmes (FPs), examine key features and provide economic interpretations for our findings. The data set is based on publicly available raw data that pre-sents numerous challenges. We critically examine the different problems and detail how we have dealt with them. We describe how we construct networks from the processed data. The resulting networks display properties typical for large complex networks, including scale-free degree distributions and the small-world property. The former indicates the presence of net-work hubs, which we identify. Theoretical work shows the latter to be beneficial for knowl-edge creation and diffusion. Structural features are remarkably similar across FPs, indicating similar network formation mechanisms despite changes in governance rules. Several findings point towards the existence of a stable core of interlinked actors since the early FPs with inte-gration increasing over time. This core consists mainly of universities and research organisa-tions. The paper concludes with an agenda for future research. read more read less
