TLDR
In this paper, the authors describe one of the first attempts to systematically model and simulate transit-based evacuation strategies, and the results gained from an application of the TRansportation ANalysis and SIMulation System (TRANSIMS) agent-based transportation simulation system.Abstract:
Several recent mass evacuations, including those in advance of Hurricane Katrina in New Orleans and Hurricane Rita in Houston, have demonstrated the effects of limited planning for carless populations. The lack of planning left a significant portion of the mobility-limited population of both these cities unable to flee in advance of the storms. Since 2005, however, both of these cities (as well as others across the United States) have developed transit-assisted mass evacuation plans at various levels of detail. Because these plans are relatively recent and do not have a history of experience on which to base their performance, it is difficult to know how well, or even if, they will work. This article describes one of the first attempts to systematically model and simulate transit-based evacuation strategies. In it, the development of and the results gained from an application of the TRansportation ANalysis and SIMulation System (TRANSIMS) agent-based transportation simulation system to model assisted evac...read more

Evacuation transportation modeling: An overview of research, development, and practice
TL;DR: This paper presents a review of highway-based evacuation modeling and simulation and its evolution over the past decade, including the current state of modeling in the forecasting of evacuation travel demand, distribution and assignment of evacuation demand to regional road networks to reach destinations.

Location planning for transit-based evacuation under the risk of service disruptions
TL;DR: In this paper, a reliable emergency facility location model that determines both pre-emergency facility location planning and the evacuation operations afterwards, while facilities are subject to the risk of disruptions is proposed.

Hurricane evacuation planning using public transportation
TL;DR: In this article, a mass evacuation strategy using public transportation before the strike of a hurricane is proposed, where the evacuation operations commence when the warnings are issued and end when the hurricane strike is predicted to occur.

Exploring the Role of Social Media and Individual Behaviors in Flood Evacuation Processes: An Agent-Based Modeling Approach
TL;DR: In this paper, the authors developed a general opinion dynamics model to simulate how individuals update their flood hazard awareness when exposed to multiple information sources, including global broadcast, social media, and observations of neighbors' actions.

Optimization Of The Issuance Of Evacuation Orders Under Evolving Hurricane Conditions
TL;DR: In this article, a bi-level programming model was developed to optimize the issuance of evacuation orders with explicit consideration of the highly uncertain evolution of the storm, and the complexity of the behavioral reaction to evolving storm conditions.

Lessons From Katrina and Rita: What Major Disasters Can Teach Transportation Planners
TL;DR: The authors examines lessons transportation planners can learn from these disasters to improve their own emergency response preparations and to avoid repeating problems in the future, and suggests that emergency response plans devote as much attention to non-automobile evacuation as to automobile evacuation, and develop ways to prioritize use of critical transportation resources during emergencies.

Alternative Methods to Increase the Effectiveness of Freeway Contraflow Evacuation
TL;DR: Research was undertaken to improve the understanding of traffic conditions on contraflow freeway segments during an evacuation of the city of New Orleans and showed how the effectiveness of the New Orleans contraflow segment might be significantly improved with some simple and inexpensive modifications to the existing plan.
